This happens when openbase_dir is in use on a server.

Warning: is_dir() []: open_basedir restriction in effect.

Uploading and installing modules, components and plugins is not possible. When we change a line in the file /libraries/joomla/filesytem/folder.php in line 197 to the following:

if ($obd != null)
if ($obd != null && false)

The problem has been resolved and uploading works again in backend.

Is it possible to change the default folder.php in Joomla 2.5 , 3.3 , every update we must change the file.
