I've tested this in FF 20.0

Added to a template:

JHTML::_('behavior.modal');

And in the body

<a href="#" class="modal">Modal link</a>

And it worked perfectly, no errors in Firebug and the modal opened.

Am am marking this as "Unable to confirm", but if you feel that this bug persists, please come back with more details.

I can confirm the problem Greg Keys describes with Joomla Version 2.5.14 and Firefox 24.0 (on Windows 8).
Also this fix (http://kb.lexo.ch/2012/08/joomla-modal-js-error-in-firefox-when-opening-a-modal-window-message-could-not-convert-javascript-argument-arg-0-nsidomhtmldivelement-contains) has solved the problem for me despite a completely different javascript error.

My Console says:

TypeError: Argument 1 of Node.contains does not implement interface Node.
