This pull request fixes two api issues that have been reported by extension developers.

THe first is a notice that happens when you save a new item with no tags. You don't normally see the notice rendered but it is there. You can see if it you use a die; after this:
$this->tagsChanged = ($oldTags != $newTags) || !$table->$key;

in JHelper tags (around line 730).

The other is that items from the ucm_content table are saving assets with no permissions. This pr saves them with [] which will make handling them in extensions such as ACL Manager easier.

You can see this by going to the assets table after you have tagged some items and see in the permissions field for those items that it is blank.
